1.Develop a Town Center  

Westgate Town Center-Redevelopment of the Westgate Library and park into a civic town center. Name of Town 'N Country Commons adopted by BOCC February 2007

Construction started in May 2007. Building scheduled to be completed in late 2008. Park in 2009. Once completed construction of improvements to Paula Drive and Ambassador Drive to start.
   
Community Involvement-Town 'N Country Garden Circle is leading a coalition of community groups to raise $100,000 for enhancements to the 4 acre park. $41,000 raised so far. Friends of the Westgate Regional Library have raised $50,000 for enhancements to the new library. Town 'N Country Optimists have $10,000 for the new tot lot
   
2.Improve the Appearance of Major Roadways  

Hillsborough Avenue Overlay District-Adopted into the County's Land Development code on November 4, 2004 with an effective date of February 1,2005. Requires property owners to make landscaping and other improvements when redevelopment occurs.

   

Community Involvement-Upper Tampa Bay Chamber of Commerce & Town 'N Country Community Plan Leaders with the help of Planning and Growth Management worked with Hillsborough Avenue Property Owners to come with an overlay district in 2004 County code surveyed the avenue and cited several businesses with illegal signs in October 2005. Several businesses have conformed with the 15 ft monument signs. No variances have been approved.

Hills borough Avenue (State Road 580) Improvements-Study and ultimate construction of enhancements to Hillsborough Ave with the right-of-way from Veterans Expressway to Rocky creek. Improvements may include: textured crosswalks, street lighting, signage and landscaping. Improvements will be identified through design development in FY 06. Matching funds in the amount of $400,000.00 are being sought in the upcoming legislative session

Community Involvement-Upper Tampa Bay Chamber of Commerce, Town 'N Country Community Plan Leaders and Hillsborough Ave Property Owners unsuccessfully worked with county staff to request matching state funds of $400,000.00 in the 2006 &2007 legislative session

Requesting $6 million from US Representative Kathy Castors office -June 2007. This will provide improvements to intersections, sidewalks, street lights, landscaping from Rocky Creek (West of Home Depot to Veterans Expressway)
   
3. Strengthen Code Enforcement Efforts  

County funded Code Position-for the community plan focus area to be proactive. BOCC approved in September 2005. Position filled February 2006. Hours are 8 AM-6PM Wednesday-Saturday. Mission is to be proactive in community wide problems, i.e, illegal signs, illegally parked commercial vehicles, shopping carts, flea market operations. Cost for 5 years 353,000

   
4. Relieve Traffic Congestion and Improve Transit  

Hartline Northwest Transit Center-Sheldon Road and Waters Avenue (an approximate 9 acre strip of land northwest of this intersection  between Sheldon Rd and Waters Ave.)

Construction to Begin August 2007 and scheduled to be completed February 2008. there will be a pedestrian controlled traffic signal at the entrance to the YMCA to help with connection of the Upper Tampa Bay Trail (UTB) and Town "N Country Greenway

Phase 1- Driveway; Traffic signal on Waters Ave; Bus  loading area; Park and ride lot (Up to 100 spaces); Covered shelters/Waiting area for passengers; Portable restrooms.

November 2000 completion

5. Improve Sidewalk Bicycle Lane and Trail Connectivity  

TNC Greenway/UTB Trail Connection-Funding for a trail connectivity project linking TNC Greenway and the UTB Trail was approved October 5, 2005. The project includes a crossing at Sheldon Rd./TNC Greenway, restriping bike lanes along Sheldon Rd and bike lanes on Woodlake Blvd. Bicycle lanes completed December 2006,Construction of Traffic signal tentatively scheduled to begin July 2008 and be completed December 2008

Traffic Signal at The Entrance to the YMCA to help connection of the UTB Trail and Town 'N Country Greenway. Construction scheduled to be completed February 2008

Traffic Signal at Hanley Road and Paula Drive- Installation of a signal with crosswalks using FDOT safety funds. Scheduled to start installation end of 2007 or beginning of 2008 *Per Tom Mueller County Project Manager (7/07) -$531,000.00

Sidewalk on Comanche Ave-Installation of 3,520 ft (5 ft wide) sidewalk on Comanche from Golden Drive (bridge over Sweetwater Creek) to Hanley Road. $195,000.00. Completed 2004

Sidewalk on Hanna Avenue East of Hanley Road-Installation of 1300 ft (5 ft wide) sidewalk  from Hanley Road past Webb Middle School & Town 'N Country Park-$67,000-Completed June 2007

Waters Avenue and Hanley Road Intersection- improvements (with pedestrian improvements). Construction tentatively scheduled for November 2009 and completed by December 2010. $1.7 million + land acquisition

6. Maintain Drainage Facilities  

County requested placing a drainage pipe and landscaping on top of the drainage ditch on the south side of Town 'N Country Commons to improve the appearance of the commons, This request was denied by SWFWMD prefers the ditch remain open for the water to percolate

7. Encourage the Renovation and Retrofitting of Residences  

Nothing has been done with this goal

8. Improve Traffic Calming Methods  

Senior zone on Waters Ave by Northbridge Blvd to assist senior citizens at Rocky Creek Retirement Village cross road safely. Initiative of Commissioner Brian Blair. Reduced speed zone with flashing lights and signage $34,000 Completed June 2007

Jackson Springs Road From Sheldon Road to Hanley Road traffic calming plan combination of narrow lanes, flashing speed limit lights, speed tables (with emergency vehicle gaps), reduced speed limits, including surrounding roads.

9. Strengthen/Empower Community and Business Associations  

Mergence of the UTB/Oldsmar Chamber and the TNC Chamber- The Chambers merged in May 2004 forming the Upper Tampa Bay Chamber of Commerce. Of the Chamber 's 750 members, approximately 100-125 are located in Town 'N Country

Bay Crest ,Pat Acres, Timberlane / Woodlake, Town 'N Country Park and Twelve Oaks continue to be active civic associations representing close to 6800 homes

Focus area has lost 3 active civic associations-Deerfield, Northwest and Pinehurst

The Town 'N Country Garden Circle, Town 'N Country Optimist Club, Town 'N Country Rotary Club, and Town 'N Country Youth Council continue to be active community organization.

The Town 'N Country Alliance and Town 'N Country Community Council, which used to meet monthly, rarely meet

10. Encourage Neighborhood Squares
